This is definitely the oldest Muslim restaurant in town (note it's location next to the nearly seven hundred year old mosque). Yes, it's a little grimy, but we promise you won't get sick. You’ve gotta get the Xinjiang noodles with vegetables (新疆拌面 xin jiang ban mian). They really are as good as you can get out West. They also do pretty decent Xinjiang rice (抓饭 zhua fan). Be warned, though, the portions are twice as big as you get at other places. English menu available.
